When A Vote (Apparently) Isn't A Vote

In light of this week's comment by Rep. Tom Davis (R-VA) regarding Stephanie Herseth's (D-SD) special election victory on Tuesday ("If you take out the Indian reservation, we would have won."), Josh Marshall has an interesting observation with regard to how the media often demeans the vote of minorities.
